What the Exoikonomo programme is
Exoikonomo (Εξοικονομώ) is Greece's flagship state subsidy programme for energy-saving home renovation, co-funded by national and European resources. It helps owners upgrade older, energy-inefficient dwellings with insulation, modern frames, heating and hot-water systems, so the home consumes far less energy and costs less to run. Each application is built around a measurable target: the works must raise the home by at least three energy classes, as proven by official Energy Performance Certificates issued before and after the renovation. The current 2025 cycle accepts and processes applications until 31 May 2026, and a new round, Exoikonomo 2026, is expected in the second half of 2026 with a budget of around 1.2 billion euros covering roughly 62,000 homes.
Who qualifies
The programme is aimed at private owners of residential property in Greece, and the dwelling you renovate must be your declared primary residence. Eligibility is verified on the official state platform against tax and income records, so your declarations need to be in order before you apply. Households are placed into income categories, and lower-income or otherwise vulnerable households receive higher subsidy rates than higher-income applicants. Which works are eligible
Exoikonomo funds the measures that genuinely reduce a home's energy demand rather than cosmetic upgrades. Typical eligible works include thermal insulation of walls and roofs, replacement of old window and door frames with modern energy-efficient ones, and the installation of heat pumps for heating and cooling. Solar water heaters, energy-efficient air-conditioning units, and related smart and shading systems are also commonly supported. An energy auditor recommends the right combination for your specific home, because the package as a whole must achieve the required jump of at least three energy classes to be approved.
How much you can get
The subsidy can reach up to 80% of eligible costs, with the exact percentage set by your income category, so lower-income and vulnerable households are subsidised at the highest rates. The eligible budget is capped at around 22,500 euros per dwelling, which defines the maximum amount of works the programme will recognise; spending above that cap is your own contribution. In practice this means a substantial part of a typical insulation, frames and heat-pump renovation can be covered by the state. How to apply, step by step
First, a certified energy auditor inspects the home and issues an initial Energy Performance Certificate (the A' certificate) that establishes the current energy class. Next, your eligibility and income are checked on the official platform and the application, with the proposed works and supporting documents, is submitted. Once approved, the renovation is carried out by vetted, properly registered contractors within the programme's deadlines. Finally, a second Energy Performance Certificate (the B' certificate) confirms that the home has been upgraded by at least three energy classes, and only then is the subsidy paid out.
