What the “Save – Upgrade Homes 2026” scheme is
«Εξοικονομώ – Αναβαθμίζω στις Κατοικίες» (Save – Upgrade Homes) is the Republic of Cyprus' flagship grant scheme for the energy renovation of existing homes, run by the Ministry of Energy, Commerce and Industry. The 2026 call — the scheme's third — has a budget of €20 million and is co-funded by the European Regional Development Fund under the THALEIA 2021–2027 programme. It pays a grant of 60% of the eligible cost of a deep energy upgrade, rising to 80% for vulnerable consumers. In plain terms: if your house or flat in Cyprus loses heat in winter, overheats in summer and runs up high electricity bills, the state will cover most of the cost of fixing that — insulation, new windows, efficient heating and cooling, solar water heating, photovoltaics with battery storage. Applications are accepted from 15 May to 31 December 2026.
Who qualifies
The beneficiaries are natural persons — private individuals, not companies — who own an existing home in the areas controlled by the Republic of Cyprus. The higher 80% grant rate is reserved for vulnerable consumers, in line with the state's social policy; everyone else receives the standard 60%. One timing rule matters from day one: the initial Energy Performance Certificate for the dwelling — the document that records how the home performs before the works — must be issued after 15 May 2026, so it pays to plan the application properly rather than reuse an old certificate. Which works are covered
The scheme funds the interventions with the biggest impact on a home's energy performance: thermal insulation of the building envelope, replacement of windows and frames, shading systems, solar water heaters, efficient air-conditioning units, heating and cooling with high-efficiency heat pumps, photovoltaic systems operating under the net-billing arrangement, and battery storage so that more of your own solar power is actually used at home. The cost of the specialist services needed along the way — such as the energy assessor — is also eligible. Together these measures address exactly what makes older Cypriot homes expensive to run: uninsulated concrete shells, single glazing, ageing electric water heating and inefficient cooling through the long summer.
How much you can receive
The grant covers 60% of the eligible budget of the works, and 80% for households that qualify as vulnerable consumers. The eligible budget — and any per-measure ceilings — are defined in the official scheme guide, so the euro amount depends on the mix of measures your home needs; a whole-envelope upgrade with a heat pump and photovoltaics naturally reaches a higher grant than a single measure. Because the total call budget is €20 million and applications are approved against it, applying early in the window is the safest course. The sequence is straightforward but document-driven. First, a certified energy assessor issues the initial Energy Performance Certificate — dated after 15 May 2026 — recording the starting condition of the home. Third, the application is submitted with the supporting documents (the scheme runs a dedicated helpline, 17107, for applicants). Fourth, the works are carried out by certified professionals. Finally, the completed upgrade is verified and the grant is paid out. Each step has its own paperwork, and small mistakes — a certificate issued too early, a quote missing a required detail — are the usual reason applications stall.
Deadlines
The application window runs from 15 May to 31 December 2026. Grant calls of this kind are budget-limited — the 2026 call has €20 million available — so while the formal deadline is the end of the year, the practical advice is to have the energy certificate and quotes ready early and submit as soon as your file is complete. Remember also that the initial Energy Performance Certificate must be issued after 15 May 2026, which sets the earliest possible start of your preparation. And even outside the grant, renovation works on an older home in Cyprus may benefit from the reduced 5% VAT rate for renovations — a separate, permanent entitlement we always check alongside the grant.
